GENERAL DESCRIPTION:


Performs complex professional and difficult administrative work overseeing the design, installation, operation, maintenance and repair of the City's electric operations systems and facilities; does related work as required.  Work is performed under general direction.  Supervision is exercised over all department personnel.


This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.

 

ESSENTIAL FUNCTIONS/TYPICAL TASKS:


Planning, organizing and directing the installation, operation, maintenance and repair of electric power transmission and distribution systems, and related facilities; coordinating work with the City Manager and other departments; maintaining records; preparing reports.

Plans and directs activities of the Electric Department;

Directs all phases of operations concerned with receiving and delivery of electrical power;

Interprets policies and methods and develops specific operating procedures;

Delegates functional activities to define authority for independent decisions imperative to continuous service to public and safety of workers;

Supervises and coordinates activities of workers engaged in maintenance and extension of power distribution facilities;

Attends meetings, work sessions, seminars, etc. as required;

Recruits, trains and supervises workers directly or through subordinate supervisors;

Investigates, evaluates and devises means of securing maximum efficiency and use of personnel and equipment;

Prepares budget recommendations; makes decisions to keep facilities and system operation concurrent with economic changes;

Prepares bid specifications; evaluates and makes recommendations on bid award;

Evaluates distribution products and services in accordance with cities, industry and safety requirements;

Evaluates, designs and recommends fiber optic cable and products for the construction and operation of the City’s SCADA/Telecommunication outside plant;

Performs related tasks as required.

 

KNOWLEDGE, SKILLS, AND ABILITIES:


Comprehensive knowledge of the principles and practices of electric utility organization and operation; comprehensive knowledge of the materials, methods and equipment used in the operation, maintenance and repair of electrical transmission, distribution and other systems and facilities; ability to establish and maintain effective working relationships with City officials, associates and the general public; ability to plan, assign and coordinate the work of the department.


EDUCATION AND EXPERIENCE:


Any combination of education and experience equivalent to graduation from an accredited college or university with a degree in electrical engineering or related field and extensive administrative experience of a wide and progressively responsible nature in electric utility management.

GENERAL DESCRIPTION:


Highly skilled technical work in a 300 MW combined cycle power generation facility including the maintenance and repair of power plant equipment.  Installs, calibrates, maintains, tests, troubleshoots, tunes, and repairs complex electronic, electro-mechanical, mechanical, pneumatic, and electro-hydraulic equipment: recorders, generator load control equipment, distributive and programmable logic controls, pressure, flow, level, temperature, position and analysis controllers, indicators, transmitters, distributive and programmable logic controls, final control elements (including drives and valves) and continuous emissions monitoring equipment.

Installs, tests, and repairs electrical/electronic apparatus such as AC/DC motors, circuits, transformers, alternators, generators, low, medium and high voltage switchgear (including air, oil, and gas powered circuit breakers, disconnects, and switches); alarm systems, solid-state and electro-mechanical control systems, heat recovery steam generators controls burner management systems, combustion turbine controls, steam turbine controls, generator and excitation controls, and balance of plant control systems.  Reports to and is under the direct supervision of the Operations & Maintenance Supervisor.

 

ESSENTIAL JOB FUNCTIONS:


(NOTE:  There are also secondary functions, which the employee will be required to perform.)


Inspects equipment to determine the need for preventive maintenance and makes repairs routinely.

Install switches, receptacles, indicators, alarms, process indication and control devices, motors, lighting, conduit and wiring, and instrument tubing according to prints and specifications routinely.

Comply with all applicable North American Electric Reliability Corporation (NERC) reliability standards requirements, Florida Reliability Coordinating Council (FRCC) reliability standards requirements, and all FPUA reliability standards.

Conduct performance tests on complex power generation equipment, records and graphs results.  Troubleshoots and determines causes for systems malfunctions.

Maintain a functional knowledge of the operation of the controls system software and hardware.

Requires close cooperation and coordination with plant operating personnel on new installations and troubleshooting existing equipment.

Must obtain a certificate for CPR and first-aid training; updated at two (2) year intervals.

 

ESSENTIAL MINIMUM QUALIFICATIONS: (Education and Experience)


Graduation from an accredited high school or possession of an acceptable equivalency diploma.  Five (5) years experience in electronic process control, instrument calibration, maintaining and repairing electrical circuits, equipment and instruments including AC and DC motor control circuits, circuit breakers and related electronic apparatus.

A comparable amount of training and experience may be substituted for the minimum qualifications.

A valid State of Florida Driver's License is desired.

Will be required to enter confined space which, in turn, would require respirator fit testing, appropriate training for confined space entry, respirators, and air breathing apparatus.

General Description of Class:


This is a highly responsible managerial position that will directly impact energy usage for residents and commercial business throughout the City of Lakeland. The Chief Sustainability Officer will communicate and coordinate with management, stakeholders, Lakeland Electric customers, contractors, small businesses, home owners, tax authorities, local bank loan officers and other City departments. Activities will include a comprehensive marketing effort for Lakeland Electric customers, administrating a revolving loan program in support of residential solar PV, as well as coordinating private source loans in support of energy efficiency and conservation measures. The Chief Sustainability Officer will interpret local legislation, tax laws, and finance issues in order to support the City of Lakeland, Energy Efficiency and Conservation Strategy. It will be the role of the Chief Sustainability Officer to develop and implement the City’s sustainability programs.

 

Scope of Work:


The CSO shall provide services as directed by the Lakeland Electric Manager of Legislative and Regulatory Relations that include, but may not be limited to, the following: Direct sustainability program operations to ensure compliance with environmental and governmental regulations. Monitor and evaluate effectiveness of sustainability programs. Develop methodologies to assess the viability or success of sustainability initiatives. Develop, implement and oversee marketing or outreach strategies for sustainability projects or events. Develop, or oversee the development of, sustainability evaluation or monitoring systems. Develop sustainability reports, presentations, or proposals for media, government, public interest groups, civic associations and other groups as necessary. Evaluate and approve proposals for sustainability projects, considering factors such as cost effectiveness, technical feasibility, and integration with other initiatives. Research environmental sustainability issues, concerns, and stakeholder interests. Review sustainability program objectives, progress, or status to ensure compliance with policies, standards, regulations, and laws. Report on progress, using a variety of metrics, on the effectiveness of implemented sustainability programs. Write project proposals, grant applications, or other documents to pursue funding for environmental initiatives. Conduct sustainability- or environment-related risk assessments. Create and maintain sustainability program documents, such as schedules and budgets. Identify and evaluate pilot projects or programs to enhance the sustainability research agenda. Identify educational, training, or other development opportunities for customers. Create and facilitate discussion of an interdisciplinary Association of Lakeland Area Sustainable Entities.

Seek out sustainability opportunity areas that generate near-term financial savings for the City. Adopt and maintain an underlying effort to create and/or protect jobs in Lakeland.

Expected deliverables and measures of success include:

Successfully initiate and implement the City of Lakeland Energy Efficiency and Conservation Strategy.

 

Qualifications:

OUC is searching for a highly professional Conservation Coordinator that will have responsibility for delivering energy conservation solutions to our customers.  This individual will have responsibility for administering several conservation and rebate programs with a primary focus on commercial and industrial customers.  The position will provide project management, accountability, analysis, and support to management on all aspects of projects including, but not limited to:  financial reporting, customer satisfaction, vendor management, program development and implementation, customer participation, goal attainment, and statistical reporting and tracking.  The Conservation Coordinator will organize and participate in community events, seminars, demonstrations, and trade shows for public education and the promotion of OUC programs to our community.

 

Job Requirement:

Candidates must have the following skill set to be successful in this position:  excellent communication skills, proven ability to work with internal and external customers and the public, proven project management experience, solid customer negotiation and issue resolution skills, and strong analytical ability. In addition, candidate will need to be able to demonstrate a track record of successful utility related project management and goal attainment.  A minimum of seven (7) years of electric utility experience in the area of conservation, sales, customer service, or a related area is required.  Certified Energy Manager (CEM) and/or Leadership in Energy & Environmental Design (LEED) designation preferred.  Applicants must be proficient in Microsoft Office Suite.  A Bachelor’s degree in Business, Engineering, or related field is required.  An advanced Degree such as an MBA is preferred.
