GENERAL DESCRIPTION:


Performs complex professional and difficult administrative work overseeing the design, installation, operation, maintenance and repair of the City's electric operations systems and facilities; does related work as required.  Work is performed under general direction.  Supervision is exercised over all department personnel.


This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.

 

ESSENTIAL FUNCTIONS/TYPICAL TASKS:


Planning, organizing and directing the installation, operation, maintenance and repair of electric power transmission and distribution systems, and related facilities; coordinating work with the City Manager and other departments; maintaining records; preparing reports.

Plans and directs activities of the Electric Department;

Directs all phases of operations concerned with receiving and delivery of electrical power;

Interprets policies and methods and develops specific operating procedures;

Delegates functional activities to define authority for independent decisions imperative to continuous service to public and safety of workers;

Supervises and coordinates activities of workers engaged in maintenance and extension of power distribution facilities;

Attends meetings, work sessions, seminars, etc. as required;

Recruits, trains and supervises workers directly or through subordinate supervisors;

Investigates, evaluates and devises means of securing maximum efficiency and use of personnel and equipment;

Prepares budget recommendations; makes decisions to keep facilities and system operation concurrent with economic changes;

Prepares bid specifications; evaluates and makes recommendations on bid award;

Evaluates distribution products and services in accordance with cities, industry and safety requirements;

Evaluates, designs and recommends fiber optic cable and products for the construction and operation of the City’s SCADA/Telecommunication outside plant;

Performs related tasks as required.

 

KNOWLEDGE, SKILLS, AND ABILITIES:


Comprehensive knowledge of the principles and practices of electric utility organization and operation; comprehensive knowledge of the materials, methods and equipment used in the operation, maintenance and repair of electrical transmission, distribution and other systems and facilities; ability to establish and maintain effective working relationships with City officials, associates and the general public; ability to plan, assign and coordinate the work of the department.


EDUCATION AND EXPERIENCE:


Any combination of education and experience equivalent to graduation from an accredited college or university with a degree in electrical engineering or related field and extensive administrative experience of a wide and progressively responsible nature in electric utility management.

Installs, calibrates, maintains, tests, troubleshoots, tunes, and repairs complex electronic, electro-mechanical, mechanical, pneumatic, and electro-hydraulic equipment: recorders, generator load control equipment, distributive and programmable logic controls, pressure, flow, level, temperature, position and analysis controllers, indicators, transmitters, distributive and programmable logic controls, final control elements (including drives and valves) and continuous emissions monitoring equipment. •    Prepares plant budget and goals.  Monitors goals and expenditures for compliance.
•    Monitors consultant(s) and contractor(s) progress, prepares reports for design, installation and construction activities.
•    Confers and coordinates with various engineering firms, vendors, contractors and regulatory agencies and prepares necessary reports and documentation.

REQUIREMENTS:


•    High School diploma or its equivalency with some secondary education preferred.  Minimum ten years experience in power plant or heavy industrial maintenance and operation including responsibility for planning, coordinating, and supervision.  Specialized training and experience will be considered in lieu of secondary education.
•    Knowledge of the principles and practices of electric generation operation, construction, equipment and systems.
•    Knowledge of the design and operation of generation plant equipment and control systems.
•    Ability to read and interpret engineering construction and equipment drawings, electrical and control plans and specifications.

    Audit all capital Electric substation projects and works closely with Electric department to determine proper capitalization;

    Ensures Electric work orders meet minimum FERC capitalization requirements;

    Assists departments in tagging fixed assets and performing annual fixed asset inventories;

    Performs test counts of departmental fixed asset inventories;

    Proposes adjustments to the subsidiary and general ledgers as a result of annual inventories;

    Ensures compliance with GASB34 infrastructure reporting requirements;

POSITION OBJECTIVES

Performs intermediate skilled and technical work in the operation of the municipal water, wastewater or stormwater treatment plant(s) and related facilities; does related work as required.    Work and work related requirements may be specialized according to the Public Works utility division assigned.  Work is performed under the regular supervision of the Utility Plant Supervisor.

This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, and grasping; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for operation of machines, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, noise, hazards, atmospheric conditions, oils, working in confined spaces, and wearing an appropriate respiratory protection device as necessary.  The worker may be exposed to bloodborne and/or waterborne pathogens and may be required to wear specialized personal protective equipment.

ESSENTIAL FUNCTIONS/TYPICAL TASKS

Operating a water, wastewater and/or stormwater facilities system(s) consisting treatment plant(s) and ponds, pump stations with vaults/wetwells, ground and elevated storage tanks; performing basic chemical and bacteriological tests; preparing and maintaining records on facilities system(s) operations.

Makes regular tours of plant and equipment performing plant operations;

Monitors gauges, meters, control panels, and SCADA system for faults/problems, etc.;

Records readings from meters and instruments;

Determines operating conditions, makes corrective and preventive changes in plant processes;

Collects samples, performs laboratory tests;

Maintains operating records and logs, calibration data and process control information;

Checks functioning of equipment, performs various tests, enters data into computer;

Regulates and adjusts motors, pumps, blowers, valves and other apparatus to meet changing operating conditions;

Checks, maintains and repairs pump stations as required;

Operates reclaimed water and solids handling facilities;

Operates equipment for sludge disposal;

Pumps sludge, drains tanks, cleans clarifiers;

Cleans and services pumps, motors and other equipment;

Changes chlorine and sulfur dioxide cylinders;

Adjusts water pumps, motors, chlorinators, filters and chemical feeders;

Checks incoming rate and pumping levels to schedule flow changes;

Assists in testing backflow devices;

Performs minor preventive maintenance on utility facilities equipment, assists with plant maintenance and repair;

Performs general building and grounds maintenance duties;

Performs program development, execution, and documentation in assigned areas such as grease removal monitoring, water quality testing and conservation, cross-connection monitoring, stormwater monitoring, and etc.  As examples, the first three areas listed are explained in further detail as shown:

a.    Grease Removal:  Performs inspection of removal systems for grease and other contaminants prior to and from the sewage collection system, coordinate with businesses, contaminants removal companies, and governmental entities on maintaining, installing, and repairing contaminants removal systems; develops and implements program to meet regulatory/permit compliance; document and schedule as necessary and required.

b.    Water Quality Testing:  Performs water analysis testing/monitoring to ensure that system water quality is in compliance with municipal, State and Federal regulations; coordinates and documents with appropriate laboratories and governmental agencies, communicates and explains to consumers the results of water quality testing, develops and implements program to meet regulatory/permit compliance; document and schedule as necessary and required.

c.    Cross-Connection Control:  Performs water service systems inspections to assure compliance with municipal, State and Federal regulations pertaining to possible cross-connection contamination of water by other systems; reviews plans and specifications for and inspects various water/plumbing connected systems at construction/existing residential and business sites for cross-connection/plumbing code violations and/or the installation of necessary back-flow preventive devices; develops and implements program to meet regulatory/permit compliance; document and schedule as necessary and required.

Alternates with others on a rotating standby off-hours call schedule as assigned;

Assists in training new employees;

Performs related tasks as required.

This is an expert level position that requires the mastery of the knowledge, skills and experience required to be a Protective Relay expert.  Performs all technical and electrical work through the application of a thorough knowledge of electrical theory, protective relay theory, and a comprehensive understanding of power system equipment and operations.

 

TYPICAL TASKS:

Performs expert level programming, calibration, testing and repair of protective relays, switchboard and panel meters and related electronic and electro mechanical equipment involved in the protection and operation of the distribution, transmission and generation systems. Isolates tripping functions and performs calibration, preventative maintenance, equipment inspections, and functional testing at remote sites, power plants and operating centers. Interprets and documents test results, troubleshooting records and technical data on all equipment related to the relaying and meter systems. Redlines drawings and schematics for the documentation and preliminary design of field changes. 1. Graduation from an accredited four (4) year college or university with a degree in Electrical or Mechanical Engineering. In addition, Level II requires two (2) years of experience in related engineering work and Level III requires five (5) years of experience in related engineering work.

REQUIREMENTS:

Bachelor of Science in Electrical Engineering, Computer Science, or equivalent related education/experience.
Minimum seven (7) years software development experience (in multiple environments) employing formal software development methodologies.
Including five (5) years of experience in transmission planning, transmission operations, energy management/SCADA systems, or energy accounting and scheduling.
Demonstrated knowledge and experience in object oriented programming and web programming languages (.NET Framework, C++, C#, Java, etc.) Demonstrated knowledge and experience in relational databases (MS SQL, Oracle).

Desired requirements include:

Familiarity with power systems operations.
Industry related certifications (Microsoft, Java, Oracle, etc.)
Knowledge of secure coding practices.

JOB DESCRIPTION

The SCADA/Fiber Specialist works under the direction of the Director of Systems Operations.  Major responsibilities include:  Programs and configures devices used in the operation of SCADA system – SCADA Master station and workstations, Remote Terminal Units, Intelligent Electronic Devices, etc.  Configures communication channels for those devices and determines needs and scope for system improvements.  Maintain UC owned communication channels for operation of electric devices, UC owned and operated fiber network in cooperation with Electric Operations and IT Department personnel.  Coordinates with the communication carriers for leased line maintenance and repair.

JOB REQUIREMENTS

Must have a minimum of a high school diploma or GED and college level course work/experience in electrical engineering, computer technology and spreadsheet software.  Must have three years of progressively responsible experience in electric utility operations. Job Summary

Work involves the performance of skilled maintenance and repair tasks of the electrical distribution and transmission systems in accordance with standard trade practices.  Work is frequently performed with high-tension cables and under unfavorable weather conditions, requiring skill and care to protect the employee's life and the lives of others.  Most of the work entails routine construction.  Work is normally performed under the supervision of a foreman; incumbents may be assigned to special trouble jobs in which some independent work or work with a subordinate occurs.  Work is subject to inspection by a foreman or supervisor while in progress or upon completion for quality and adherence to adequate safety precautions while performing the tasks.  Subject to call-out at all hours of the day and night.

 

Essential Duties and Responsibilities.

•    Repairs or replaces defective power lines and auxiliary equipment; splices and reconnects broken ends of fallen wires to insulators or installs new replacement wires.

•    Repair equipment such as cross arms, braces and street lights; replaces burnt fuses, broken lightning arresters and insulators.

•    Replaces defective poles by erecting new poles alongside condemned pole and transferring cables and other auxiliary equipment.

•    May test voltage load on transformers, makes minor adjustments to transformers to either step-up or step-down voltage; replaces defective transformers.

•    Usually works on energized lines involving electrocution hazard and requires caution and use of safety devices.

•    Locates trouble in primary and secondary lines; replaces fuses in transformers; clears short circuits in lines.

•    Accepts direction/guidance from line crew leaders. Direct supervision from T & D Lines/Support Supervisor.

•    Must be available for standby.
