DIRECTOR OF ELECTRIC UTILITY
Performs complex professional and difficult administrative work overseeing the design, installation, operation, maintenance and repair of the City's electric operations systems and facilities; does related work as required. Work is performed under general direction. Supervision is exercised over all department personnel.
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Planning, organizing and directing the installation, operation, maintenance and repair of electric power transmission and distribution systems, and related facilities; coordinating work with the City Manager and other departments; maintaining records; preparing reports.
Plans and directs activities of the Electric Department;
Directs all phases of operations concerned with receiving and delivery of electrical power;
Interprets policies and methods and develops specific operating procedures;
Delegates functional activities to define authority for independent decisions imperative to continuous service to public and safety of workers;
Supervises and coordinates activities of workers engaged in maintenance and extension of power distribution facilities;
Attends meetings, work sessions, seminars, etc. as required;
Recruits, trains and supervises workers directly or through subordinate supervisors;
Investigates, evaluates and devises means of securing maximum efficiency and use of personnel and equipment;
Prepares budget recommendations; makes decisions to keep facilities and system operation concurrent with economic changes;
Prepares bid specifications; evaluates and makes recommendations on bid award;
Evaluates distribution products and services in accordance with cities, industry and safety requirements;
Evaluates, designs and recommends fiber optic cable and products for the construction and operation of the City’s SCADA/Telecommunication outside plant;
Performs related tasks as required.
KNOWLEDGE, SKILLS, AND ABILITIES:
Comprehensive knowledge of the principles and practices of electric utility organization and operation; comprehensive knowledge of the materials, methods and equipment used in the operation, maintenance and repair of electrical transmission, distribution and other systems and facilities; ability to establish and maintain effective working relationships with City officials, associates and the general public; ability to plan, assign and coordinate the work of the department.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an accredited college or university with a degree in electrical engineering or related field and extensive administrative experience of a wide and progressively responsible nature in electric utility management.
