POSITION OBJECTIVES
Performs intermediate skilled and technical work in the operation of the municipal water, wastewater or stormwater treatment plant(s) and related facilities; does related work as required. Work and work related requirements may be specialized according to the Public Works utility division assigned. Work is performed under the regular supervision of the Utility Plant Supervisor.
This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, and grasping; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for operation of machines, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, noise, hazards, atmospheric conditions, oils, working in confined spaces, and wearing an appropriate respiratory protection device as necessary. The worker may be exposed to bloodborne and/or waterborne pathogens and may be required to wear specialized personal protective equipment.
ESSENTIAL FUNCTIONS/TYPICAL TASKS
Operating a water, wastewater and/or stormwater facilities system(s) consisting treatment plant(s) and ponds, pump stations with vaults/wetwells, ground and elevated storage tanks; performing basic chemical and bacteriological tests; preparing and maintaining records on facilities system(s) operations.
Makes regular tours of plant and equipment performing plant operations;
Monitors gauges, meters, control panels, and SCADA system for faults/problems, etc.;
Records readings from meters and instruments;
Determines operating conditions, makes corrective and preventive changes in plant processes;
Collects samples, performs laboratory tests;
Maintains operating records and logs, calibration data and process control information;
Checks functioning of equipment, performs various tests, enters data into computer;
Regulates and adjusts motors, pumps, blowers, valves and other apparatus to meet changing operating conditions;
Checks, maintains and repairs pump stations as required;
Operates reclaimed water and solids handling facilities;
Operates equipment for sludge disposal;
Pumps sludge, drains tanks, cleans clarifiers;
Cleans and services pumps, motors and other equipment;
Changes chlorine and sulfur dioxide cylinders;
Adjusts water pumps, motors, chlorinators, filters and chemical feeders;
Checks incoming rate and pumping levels to schedule flow changes;
Assists in testing backflow devices;
Performs minor preventive maintenance on utility facilities equipment, assists with plant maintenance and repair;
Performs general building and grounds maintenance duties;
Performs program development, execution, and documentation in assigned areas such as grease removal monitoring, water quality testing and conservation, cross-connection monitoring, stormwater monitoring, and etc. As examples, the first three areas listed are explained in further detail as shown:
a. Grease Removal: Performs inspection of removal systems for grease and other contaminants prior to and from the sewage collection system, coordinate with businesses, contaminants removal companies, and governmental entities on maintaining, installing, and repairing contaminants removal systems; develops and implements program to meet regulatory/permit compliance; document and schedule as necessary and required.
b. Water Quality Testing: Performs water analysis testing/monitoring to ensure that system water quality is in compliance with municipal, State and Federal regulations; coordinates and documents with appropriate laboratories and governmental agencies, communicates and explains to consumers the results of water quality testing, develops and implements program to meet regulatory/permit compliance; document and schedule as necessary and required.
c. Cross-Connection Control: Performs water service systems inspections to assure compliance with municipal, State and Federal regulations pertaining to possible cross-connection contamination of water by other systems; reviews plans and specifications for and inspects various water/plumbing connected systems at construction/existing residential and business sites for cross-connection/plumbing code violations and/or the installation of necessary back-flow preventive devices; develops and implements program to meet regulatory/permit compliance; document and schedule as necessary and required.
Alternates with others on a rotating standby off-hours call schedule as assigned;
Assists in training new employees;
Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of the operating characteristics and maintenance requirements of a treatment plant; thorough knowledge of SCADA system use; thorough knowledge of hydraulic, chemical and mechanical principles pertinent to treatment plant operations; thorough knowledge of occupational hazards of the work and of necessary safety precautions; thorough knowledge of local, state and federal rules and regulations pertaining to treatment; thorough knowledge of contaminants related impact on the water treatment and distribution process and/or the sewage collection and treatment process; thorough knowledge of proper inspection, maintenance, and installation of contaminants blocking systems for the water distribution system and/or contaminants removal systems upstream of the sewage collection system; ability to detect flaws in the operation of mechanical equipment
and to determine proper remedial measures; ability to understand and follow oral and written instructions; ability to read meters and charts accurately and to maintain records of shift operations;
some skill in the use and care of hand tools; ability to work effectively with others as part of a specially assigned team or in conjunction with a work group.
EDUCATION AND EXPERIENCE
Any combination of education and experience equivalent to graduation from high school and considerable experience in the operation and maintenance of machinery and equipment in the appropriate type of treatment plant.
SPECIAL REQUIREMENTS
Possession of an appropriate driver's license valid in the State of Florida, including possession of or, ability to obtain, a Commercial Driver’s License Class B with tanker endorsement if necessary. Possession of an appropriate level operator's certification as required and defined by the Florida Department of Environmental Protection for the Treatment facility’s designated level of operation. Alternates with others on a rotating standby off-hours call schedule as assigned.
Required Drivers License: Valid Florida Drivers License
Required Certifications: Class “C” Wastewater License
