GENERAL DEFINITION OF WORK:
This is an expert level position that requires the mastery of the knowledge, skills and experience required to be a Protective Relay expert. Performs all technical and electrical work through the application of a thorough knowledge of electrical theory, protective relay theory, and a comprehensive understanding of power system equipment and operations.
TYPICAL TASKS:
Performs expert level programming, calibration, testing and repair of protective relays, switchboard and panel meters and related electronic and electro mechanical equipment involved in the protection and operation of the distribution, transmission and generation systems. Executes master level troubleshooting and advanced misoperations analysis and documentation. Assists Engineers with equipment applications, circuit design and project work and provides technical electrical and mechanical assistance to substation and power plant technicians and electricians. Considered an expert in safety practices and occupational hazards for all power system equipment and facilities. Highly advanced work is performed on the SCADA RTUs and using communications protocols. Work is typically performed on low-voltage circuits and near high-voltage equipment. This work may also be performed under emergency situations, during inclement weather conditions, and without supervision. Assists in training as needed.
Develops logic and settings programs for microprocessor based relay test equipment for use in fault simulation play back for the accurate verification of protective relay logic and settings. Responsible for the operation and maintenance of all test equipment used in the maintenance of protective relays, switchboard and panel meters, and other electronic and electro-mechanical equipment. Isolates tripping functions and performs calibration, preventative maintenance, equipment inspections, and functional testing at remote sites, power plants and operating centers. Tests, maintains, and installs other related electronic and electro-mechanical equipment such as transducers, converters, switches, current and potential transformers, switchboard and panel meters, and auxiliary equipment.
Programs, troubleshoots and verifies communication processing equipment and SCADA RTUs with various communications protocols. Recognizes need for, determines necessary programming, installs digital fault recorders and performs advanced analysis of data to determine course of action. Develops and verifies wiring diagrams and engineering specifications for power system equipment modifications and construction projects. Serves as the electrical system technical expert and assists the Engineers, Electricians and Technicians with complex troubleshooting as applied to the distribution, transmission and generation equipment and power systems.
Interprets and documents test results, troubleshooting records and technical data on all equipment related to the relaying and meter systems. Redlines drawings and schematics for the documentation and preliminary design of field changes. Develops new technologies and equipment and provides solutions to complex technical problems in the administration of the relays and power system equipment. Familiar with the implementation of NERC Standards as related to protective relays, SCADA and communications. Serves as a trainer to technicians and electricians. Must be able to work during emergencies and/or during inclement weather conditions. Must be able to quickly respond to call-out. Considered an expert in safety practices and occupational hazards for all power system equipment and facilities. Performs all other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Master level of knowledge of the standard methods, practices, tools, equipment and materials used for the repair and maintenance of protective relaying, metering, and related equipment. Exceptional ability to test and develop programs for the calibration of multiple types of microprocessor, solid-state and electro-mechanical relays using complex computer generated microprocessor based test equipment. Master level knowledge of power systems and their operation, design and circuitry including all related mechanical and electrical equipment. Ability to interpret, redline and perform preliminary design of electrical blueprints, schematic diagrams, logic diagrams and service manuals. Must have a thorough knowledge of math as it relates to power systems and be skilled at conducting power system calculations. Must have an competent level of understanding of safety practices and occupational hazards for all power system equipment and facilities. Skilled at establishing and maintaining effective working relationships with other personnel, vendors and utilities. Ability to lift and carry for short distances equipment weighing up to (70) pounds. Ability to meet the physical requirements necessary for climbing apparatus such as ladders
EDUCATION AND EXPERIENCE:
Eight (8) years directly related experience in the protective relaying profession and graduation from a two-year Associate of Science degree or vocational school with extensive emphasis on electronics, power systems, and/or computer sciences accompanied by extensive computer experience, technical communications protocol experience and the demonstrable ability to perform power system calculations. Any combination of education, training and experience.
SPECIAL REQUIREMENTS:
Possession of a valid appropriate driver's license issued by the State of Florida.
